VILLAGE BOARD MEETING MINUTES - JANUARY 9, 2010Mayor Skeet opened Easement meeting at 9:05 AM. Members present: Mayor Skeet, Trustees Graham and Peterson, Paul Chatfield, Scott Madison and Jon Hinman of Chatfield Engineers. Also present were Village residents as listed on attached sign in sheet. Paul Chatfield summarized the grant procurement procedure and general scope of the grant, and described the difference between Temporary and Permanent easements. In response to a question he said construction should begin end of February or beginning of March depending on permits and ground condition. He mentioned that during a walk through of Murder Creek they found at least 30 obstructions that would have to be removed. In response to a resident’s question, he described the type of material to be used for backfill to allow water to go through. He reassured residents that property will be returned to preconstruction condition. With regard to maintenance and cleanout they were informed the Village plans to set up a regular maintenance schedule on the system as well as the creek beds. The question arose regarding residents tying downspouts and sump pumps into the system. It was explained that it would be up to the individual property owner to tie in. If a property owners sump pump discharge creates a problem for a neighbor it would be a zoning issue that would have to be taken care of. Residents with questions specific to their individual property were requested to speak directly with the representative as they reviewed their easement paperwork. Mr. Chatfield requested individuals to come forward to review and sign respective easement paperwork, and have notarized when necessary on permanent easements. Last of the residents left and meeting closed at 11:15 am.
