VILLAGE BOARD MEETING MINUTES - JANUARY 11, 2010

Mayor Skeet opened regular meeting at 7:04 pm.

     Members present: Mayor Skeet, Trustees Russ, Graham and Peterson.  Also present were Village Deputy Clerk Denise Beal, Town Councilman John Worth and Village resident Dave Bielec.  (Trustee Sobczak arrived at 7:19 pm)

     Motion was made by Trustee Graham and seconded by Trustee Russ to approve minutes of 12/14 regular meeting, 12/18 Safety meeting, 12/21 Winterfest meeting and 12/29 easement meeting.
Voting Aye: Mayor Skeet, Trustees Russ, Peterson and Graham.
Voting Nay: None
Trustees Sobczak was absent.                                             Motion carried.

     Motion by Trustee Peterson & seconded by Trustee Graham to move the following Resolution:
RESOLVED: That the annual Village Election for the Village of Corfu, New York will be held at the Village Office in the Community Center, 116 East Main Street, Corfu, New York, on Tuesday, March 16, 2010 and the hours of opening the polls shall be 12:00 noon and the hours of closing the polls shall be 9:00 pm.
Voting Aye: Mayor Skeet, Trustees Peterson, Graham & Russ.
Voting Nay: None
Trustee Sobczak was absent.                                            Motion carried.

     Motion by Trustee Russ & seconded by Trustee Graham to appoint the following election inspectors:
            Anne Goepfert – Republican, Catherine Doktor – Republican
            Carole Sharick – Democrat, Doris Matteson – Democrat

     Clerk presented information received from Computel regarding underpayments from Time Warner Cable on Utility Franchise fees.  A copy will be sent to Village Attorney before Computel is authorized to file a claim.

     Discussion took place reviewing the status of the Employee Handbook.  Deputy Clerk Beal outlined some of the areas she found lacking after having reviewed handbooks from several other Municipalities, such as policies or procedures for incident and accident reporting.  She also mentioned that when complete the handbook should be reviewed by the Village Attorney.

     Mayor Skeet updated the Board on the two easement meetings that were held for those residents affected by the Drainage Project. Brief review was done of easements still needed.

     Trustee Sobczak arrived at 7:19 pm.

     Mayor Skeet gave a brief Maintenance department update.  He mentioned the crew did put in a little overtime in snow removal.  They have been working on downtown cleanup of accumulated banks for traffic and pedestrian safety.  He also mentioned that the Corfu Fire District has requested aid in cleaning out around the fire hydrants.  Mayor Skeet said maintenance will assist in clean out when they can after making sure sidewalks, turnarounds, etc are taken care of.  Trustee Peterson said he would like to see some kind of agreement drawn up between the Fire Department and Village Maintenance.  Mayor Skeet said he would see if Chief Brian McMartin might be able to come to the next meeting.

      Mayor Skeet reminded Board that Contractor Pre-Bid meeting is scheduled for January 15th at 11:00 am, Bid Opening is at 11:00 am on January 22nd and Bid award will take place at the Board meeting on January 25th.

     Trustee Graham gave brief Sewer update.  He said they have repiped airlines from the blowers to the Clarifier building.  He mentioned that Bailey Electric has spent a lot of time trying to figure out why the blowers kept failing and finally found that the line underground was collapsed.  By replacing the line, the Blowers are now running well.  They have preliminary figures of KW savings equaling approximately $170 worth in 10 days by replacing the line.  All work was done in-house for under $400.  This will also reduce maintenance cost on blowers.

     He also mentioned that the Filter Valve Bank has been replaced.  Discovery was also made that thermostats had no mercury in them so they were either “on” or “off”.  They are looking into prices for new thermostats.  It was also mentioned that a timer has been installed on the hot water tank so it will shut off on evenings and weekends leading to further savings.

     Norm Waff is researching security lighting to possibly add onto the NYSERDA grant. Doug Taylor from VRI has been working on the NYSERDA grant due February 17th.

     Mayor Skeet gave a short Police department update mentioning the Impala has been sold and the Intrepid should be gone within the month.  He also informed the Board that the Village was awarded a grant from Homeland Security for a license plate reader for $18,500.  He also mentioned that Steve Vathy installed new programs into the Police car computers.  They would like to put the plate reader in the marked car but may need to purchase a Data 911 computer to accommodate it.

     Mayor Skeet said 4 Village Officers have been scheduled to work the Winterfest, and that at least one Sheriff and one State Trooper will also be here for the Winterfest.  He also mentioned that the Genesee County Sheriff’s have been watching snowmobilers.

     Clerk reminded Board that newsletters are needed ASAP.
