VILLAGE BOARD MEETING MINUTES - FEBRUARY 22, 2010

      Mayor Skeet opened Committee meeting at 6:35 pm.

     Members present: Mayor Skeet and Trustee Peterson.  Trustees Graham, Russ and Sobczak were absent. Also present were Deputy Clerk Denise Beal, Sue Conrad from Daily News arrived at 7:00 and resident Dave Bielec arrived at 7:10 pm.

     Mayor Skeet presented a copy of a letter from Village attorney Kevin Earl outlining the procedure that would be necessary to change the term of office or decrease the number of Trustees.  Brief discussion took place.  Without a quorum present no decision was made.

     Mayor Skeet talked about the 2009-10 Maintenance budget regarding covering the difference in the Equipment line item.  Brief discussion took place, but no decision was made due to lack of quorum.

     Trustee Peterson questioned the possibility of setting up a separate line item for miscellaneous unexpected expenses such as materials not budgeted for.  A few examples were given of incidents that could occur such as having to replace tires that weren’t budgeted for etc.

Communications:

  1. Rec’d copy of Unified Court System audit report for Village Court.
  2. Rec’d formal approval of Records management grant award of $3441.00 from NYS Education Dept.
  3. Rec’d copy of Magazine Certificates for A&K Gun Sales from Dept of Labor
  4. Rec’d ck#1519 in amt of $954.80 from Dennis Yueckstock for Feb Health Ins
  5. Rec’d ck#78088082 in amt of $1720.00 from NYS Treasury for 50% of Archive grant.

     Mayor Skeet gave brief update on Maintenance department. He said they have been doing sandblasting on the backhoe, changed the oil on all the vehicles and have been busy with snow removal. He said he and maintenance staff plan to go to Syracuse to a show to look at skid loaders.

    He also mentioned that Larry Kohorst is still interested in the John Deere for $7200.00. Mayor Skeet said Trustee Graham would prefer not to sell it at this time and Trustee Peterson concurred.

     Mayor Skeet also gave a brief sewer update. He said that in the fall the sludge storage building was pretty much full, but they decided to let it cook down through the winter and at present it is now only half full. The building has more than paid for itself with the savings on sludge hauling.

     He also said Brad Lang has been working on budget. He mentioned that he would like to see the sewer department get a small hand tool box for standard tools so they would have them on hand instead of having to borrow from maintenance. He also mentioned that in the next budget they would like to paint and put a roof on the lift station across from the school.

     Mayor Skeet gave a brief update on Police Department.  He said the plate reader from the grant has come in and Elsag will be coming next week to install it. He said they found that the computer in the marked police car has plenty of memory for it.

     He also mentioned we may be losing Officer Ed Caton as he is getting a full time job position with the Greece police force. Jim Delacy is still working on coming back part-time.  He said Jim Meier has some interviews coming up.

     Since there was not a quorum present Mayor Skeet suggested the Clerk work on fixed costs such as Health Insurance, rent etc for next meeting for Budget.

     Clerk reminded Mayor and Trustee Peterson of the Preconstruction meeting for the CDBG grant on March 8th at 1:00 pm.

     Trustee Peterson read over the summary pages of the Court audit and said it all seemed to be procedural. He questioned if they should contact Judge Alexander to find out how and when they plan to implement the procedural suggestions made in the audit.  Nothing was decided at the time.

     Meeting was adjourned at 7:57 pm.  No motion was made as there was not a quorum present.
