VILLAGE BOARD MEETING MINUTES - MARCH 12, 2007

Board reviewed bills from 6:30 to 7:00 pm.

Mayor Skeet opened regular meeting at 7:00 pm.

Members present: Mayor Skeet, Trustees Peterson, Russ and Sobczak. Trustee Patterson was absent.
  • Brief discussion was held regarding reports the Board would like to see from the Court Clerk on a monthly basis, including the number of tickets processed on a court night, how many paid fines at court and how many still in pending file.
  • Discussion was held regarding the pending fence law. The Board still feels there is an unanswered question as to the distance from the property line the fencing is allowed. Clerk will contact attorney regarding getting the law enacted.
  • Motion was made by Trustee Russ and seconded by Trustee Peterson to approve minutes of February 26th and March 5th meetings. Motion carried.

    Communications
  • Received monthly report of Building permits for Jan & Feb ’07 from Town of Pembroke Code Enf. Officer.
  • Received DEC WW Facility Report and DMR for Jan. ’07 from VRI.
  • Received Court report from Judge O’Connor for Feb ’07 – no fines.
  • Received ccheck no. 520 in amt of $12,870.00 from Judge Alexander for Feb ’07 Court fines.
  • Received proposal & estimate from Laura Landers for Office review.
  • Received Lease agreement from Duplicating Consultants for new copier lease & service.
  • Received grant packet from NYS Emerg. Mgmt office re: letter of intent we sent.

Motion was made by Trustee Russ and seconded by Trustee Sobczak to accept proposal from Laura Landers for Office review. Motion carried.

Motion was made by Trustee Peterson and seconded by Trustee Sobczak to accept the lease agreement from Duplicating Consultants. Motion carried.

Clerk requested to check on cost for additional copies beyond number specified in lease agreement with Duplicating Consultants.

  • Motion by Trustee Peterson & seconded by Trustee Sobczak to approve the Treasurer’s Report. Motion carried.
  • Motion by Trustee Russ & seconded by Trustee Peterson to transfer $4910.37 from Emergency Disaster 8760.0 to Contingency 1990.4 in General Fund. Motion carried.
  • Motion by Trustee Russ & seconded by Trustee Peterson to transfer the following from Contingency 1990.4 in the General Fund:

         $ 879.32 to Court Contractual 1110.4
         $1996.25 to Shared Building Contractual 1620.4
         $1780.00 to Other Gov’t Services (Grants) 1989.4
         $ 779.13 to Police Contractual 3120.4

    Motion carried.

  • Motion by Trustee Peterson & seconded by Trustee Sobczak to pay the above General and Sewer bills. Motion carried.
  • Board held brief discussion on the available Police Car from Attica. Mayor Skeet, Trustee Russ and Officers were able to view the car on Friday. They reported that it appears to be in excellent shape, has low mileage and is police package equipped. Attica would take it off the road once bids are in.
  • Motion by Trustee Russ & seconded by Trustee Peterson to approve a bid for $6010.00 for the Attica Police Car. Motion carried.
  • Mayor Skeet reported that Kevin McCarthy and Officer Yueckstock did get the unmarked Taurus wagon stripped of all police equipment. Determination will be made as to whether to change the filters and pu it out for bid as is.
  • Some discussion was held regarding whether to budget for a bulletproof vest. Clerk Thomas will contact O’Connell grant writers about the vest grant that is offered. It is a 50/50 grant.
  • Mayor skeet mentioned that at the Police meeting last week they talked about in-house training. He would like to have Officer Yueckstock do some training for the seasonal officers. He also mentioned we still need one more seasonal officer. The ad has been placed but applications so far have only pre-employment training.
  • Mayor Skeet updated the Board on the Maintenance department. He mentioned a brief string of bad luck with the snowblower breaking down, a pipe on the sewer jetter cracking and the 220 line in the Maintenance garage shorting out. He reported that Maintenance man Kevin McCarthy has gotten them all repaired.
  • Mayor Skeet also mentioned he looked at the fence surrounding the sewer compound and will have Officer Yueckstock take pictures of the snow damage for the insurance company.
  • Mayor Skeet reported that Kevin McCarthy will be coming to the Committee meetings from now on to give the Board an update on the Maintenance department. Kevin is also getting together price quotes for some equipment for the budget.
  • It was also mentioned to consider the cost of paving in the sewer compound for the budget. It would aid in keeping the compound plowed in the winter. The Police Department is also looking into the possibility of impounding vehicles at the Sewer plant rather than having them towed to Genesee Co. Sheriff’s when the need arises. It could be a source of additional revenue.
  • Mayor Skeet mentioned that the Aeration tank at the Sewer plant was plugged up again. They think that possibly the grinder is not grinding fine enough. VRI is checking further into it.
  • Motion was made by Trustee Russ and seconded by Trustee Peterson to go into executive session to discuss personnel issues at 8:01 pm. Motion carried.
  • Clerk Thomas left the meeting.
  • Motion was made by Trustee Peterson and seconded by Trustee Russ to go out of executive session at 9:05 pm. Motion carried
  • Motion was made by Trustee Russ and seconded by Trustee Peterson to adjourn meeting. Motion carried.
  • Meeting was adjourned at 9:06 pm.
