VILLAGE BOARD MEETING MINUTES - MARCH 19, 2007

Mayor Skeet opened budget meeting at 6:38 pm.

Members present: Mayor Skeet, Trustees Peterson, Patterson, Russ and Sobczak. Also present were Village Maintenance man Kevin McCarthy, Paul Chatfield from Chatfield Engineering, Elizabeth Bunich from J. O’Connell Grant writers.
  • Board members discussed drying bed curtains for the sewer plant. Another possibility discussed would be to frame in the drying bed with clear material on the sides like was used on the cold storage building to create a greenhouse effect. About 2-3 feet at the bottom would be hinged to open up for air. The possibility of mounting fans at the south end was also discussed to speed up the drying process, which could save money by eliminating the need for another drying bed. The Mayor is looking into whether it would be more cost effective to have Kevin McCarthy do the labor or to contract it out.
  • Kevin McCarthy presented the Board with possible equipment he would like to see added to the budget for the Maintenance department. The possibility was discussed of obtaining some equipment with the FEMA funds added back into the Maintenance budget for this year. Two items possible to get on this year’s budget would be the dump trailer and compressor, which would be utilized right away with spring brush pickup and clean up and painting at Maintenance and sewer facilities.
  • One other piece of equipment Mr. McCarthy would like the Board to consider for the upcoming budget is a chipper, which would run $18,000+ on state bid. He showed the board literature on the chipper, mentioning that it would be used regularly Spring through Fall with brush pickup as well as when we begin Goose Creek cleanout and hopefully if we get approval for Murder Creek cleanup.
  • Another piece of equipment he would like considered is a Bobcat skid loader, which runs appx. $18,900 on state bid, which includes a bucket, cab and heat. This would be especially useful once Creek cleanup begins, along with many other uses. 70 different attachments can be rented to go on it.
  • Mayor Skeet opened the Public meeting on the Small Cities Grant at 7:00 pm.
  • Elizabeth Bunich of O’Connells office said they need only one more survey, which Trustee Peterson and Mayor Skeet supplied. She said we did qualify on the income required for the grant.
  • Paul Chatfield said that the Engineers report is still current to the cost estimates, and that the proposed improvements are in accordance with the March 28, 2006 Engineers report. The bottom line is that the grant should pay for $400,000 towards work to be done, which would begin with the Northeast quadrant described in the report, to be estimated at $490,105. Mr. Chatfield said if we were to get the grant in this year’s round, he anticipates the work could be completed in 2008.
  • It was suggested that the Board poll the residents to see if they have any comments as to the use of the Village share of the monies needed as opposed to what we are proposing.
  • Mayor Skeet informed Mr. Chatfield and Ms. Bunich that the Village intends to budget up to $10,000 for cleanup of small streams that go into Gooseneck Creek, such as the one behind Longs Lane leading to Maple Ave and Gooseneck, as well as cleanup at the end of Lawrence Avenue to attempt to alleviate some of the water buildup in that area. The Board hopes to hire seasonal part-time help for the cleanup or possibly look into inmates to help work on it.
  • Mayor Skeet also mentioned he has spoken with Tim Yaeger of Genesee Co Emergency Management and he has indicated that the Multi-Jurisdictional Pre-disaster Mitigation plan has placed Corfu at the top of their list for drainage issues due to the viaduct flooding problem, so hopefully we will get some help from the County level. Mayor Skeet said he intends to bring it up at the next GAM meeting.
  • He also informed Paul Chatfield that Ed Beideck and his Engineer from the Town of Pembroke have requested to meet with Mayor Skeet regarding the possible Sewer expansion. Mr. Chatfield said he would be glad to accompany the Mayor to any meeting involving the Sewer.
  • Mayor Skeet said he had a meeting with Dave Lange of the NYS DOT regarding the viaduct. He said Mr. Lange reported that the South side viaduct hydraulics are on the water table, and that the pipe to bring the water from west to east is too small. He said he got ahold of State engineers to do a study on the hydraulics of Corfu at the viaduct. Mayor Skeet said the Fire Dept has records of Route 77 shut downs due to the viaduct being flooded.
  • Paul Chatfield left the meeting at 7:37 pm.
  • Al Graham arrived at meeting at 7:40 pm. He showed the Board a sample of the seal that goes in the manholes to stop inflow. He said he has inserted one in the manhole in front of Ianni’s on Lawrence.
  • Motion was made by Trustee Russ and seconded by Trustee Peterson to move the following resolution:
         RESOLVED: Mayor Todd Skeet is hereby authorized to submit application for the Governor’s Office of Small Cities Grant, and that the Village of Corfu commits to obtain the balance of funding needed above the $400,000 Grant for the completion of the proposed work delineated in the Grant Proposal.
         Voting Ayes: Mayor Skeet, Trustees Russ, Peterson, Patterson and Sobczak.

  • Mayor Skeet closed the Public Hearing at 7:43 pm.
  • Elizabeth of O’Connell’s office informed the Board of a couple of other grants that may be of interest to the Village. One is  a DEC Grant program that refunds 50% of the purchase price back to the municipality for any equipment used towards a recycling program where the wood chips or mulch are available at no charge to the public. We informed her that is the case with all the mulch from our Billy Goat Leaf vac, and she suggested we send her a copy of the invoice and cancelled check for both the Billy Goat and the Dump Truck, since that is primarily used for brush and leaf pickup. We will check storm photos to show both in use.
  • She also mentioned there is a NYSERDA grant that may assist with the cost on the sides and roof on our drying beds. She will also check on the Law Enforcement Training grants.
  • Clerk Thomas passed on some grant information she had received to Ms. Bunich.
  • Ms. Bunich left the meeting at 8:10 pm.
  • Board returned to discussing Maintenance budget. Mayor Skeet mentioned that the dump trailer the Maintenance department would like to purchase in this year’s budget could also be utilized for hauling small equipment such as the Kubota as it does come with ramps and can handle the weight. He said at a later date we could get higher sides and tailgate if needed.
  • Motion was made by Trustee Russ and seconded by Trustee Peterson to approve purchase of dump trailer as per quote of $8500. Motion carried.
  • It was mentioned that once purchased, we can also turn in the bill for the trailer to the grant writers for possible 50% reimbursement on the DEC grant.
  • Mr. McCarthy presented the Board with two quotes on a compressor. One was from Baileys for a 100 lb. Pressure, used, 60 gal tank with 5-year warranty for $995. The other was from Central Tractor for a 100 lb pressure, new Ingersoll Rand, 80 gal tank for $999.
  • Mr. McCarthy will get the specs on leasing for both chipper and skidloader and make a list of options to present to the Board.
  • Mr. McCarthy informed the Board that he had an electrician in to check the electrical problem at the shop as well as what would be required for the Cold Storage building. He will get price quotes for work that needs to be done. He is also getting several quotes for repaving the sewer plant compound. He has already spoken with Wayne Pierce of Pierce paving.
  • Al Graham said the panel boxes at the sewer plant also need to be upgraded. The breaker keeps tripping. He said it is an indoor box being used on the outside. It was decided to have the electrician check that out as well.
  • Al Graham and Kevin McCarthy left the meeting at 8:40 pm.
  • Brief discussion was held about implementing 20-year retirement for the Police Officers. Clerk Thomas will get costs from NYS Retirement.
  • Motion made by Trustee Patterson and seconded by Trustee Sobczak to adjourn meeting at 9:19 pm. Motion carried.
