VILLAGE BOARD MEETING MINUTES - MARCH 29, 2010

     Mayor Skeet opened Budget meeting at 7:05 pm.

     Members present: Mayor Skeet, Trustees Peterson and Graham.  Trustee Sobczak arrived at 7:38 pm. Trustee Russ was absent. Also present was Deputy Clerk Denise Beal, Brad Lang of VRI and Police Administrator Jim Meier.

     Brad Lang presented updated Budget list for Sewer department to Board. During discussion it was decided that several of the items on the list could be accomplished in the current year budget, such as a new hose for the Jetter, new PH meter and DO meter, replacement microscope, etc. This would lower some of the costs for next year as the anticipated revenues will be down with the current economy and sewer department is currently under budget.

     Trustee Sobczak arrived at 7:38 pm.

     Mr. Lang also presented Operations report for February. Besides normal monthly operations, among the projects finished in February were rewiring the north blower, installing a new battery on main plant generator, installing a new fan in drying bed, having the lift station pump at Depot serviced, empty & clean the clarifier and install new lines to clarifier returns.  Average flow was down for February at 53,000 average.

     Mayor Skeet mentioned that he did not see fence repairs on either sewer or maintenance budgets.  He said it is in bad shape and he would also like to see the gate replaced with swinging gates as the sliding one does not work well especially in winter, which creates a safety issue. He requested Mr. Lang to contact Batavia Fence for repairing the fence and gate, with 2 separate quotes; one for materials only and one for materials and labor.

      Brad Lang left the meeting at 7:45 pm.

      Police Administrator Jim Meier gave a brief Police update.  He said he plans to require officers to work a minimum of 12 hours per week during the months of May through September.  He also said he has a couple of interviews set up and plans to hire 2 or 3 officers to replace those we lost.

      He mentioned that officers will be doing firearms training shortly.  It was also mentioned that if department is still under budget for current year budget, they may be able to have Police office and storage work done in 2009-10 budget to lower budget for coming fiscal year.

     Clerk mentioned that Civil Service will need substantial justification for changing Part-Time Police to noncompetitive submitted in writing by April 12th if they wish the issue to be presented at the upcoming public hearing on May 27th.

     Officer Meier said he has discussed the issue with Leroy Chief Chris Hayward. He also said he may not be able to attend and wondered if Attorney Kevin Earl could go on behalf of the Village. Mayor Skeet said he will discuss it with Kevin Earl.

      Officer Meier left the meeting at 8:05 pm.

      Trustee Graham said Doug Taylor from VRI has been working on several grants one of which is a Parks grant that covers wetlands. He suggested Trustee Sobczak contact Mr. Taylor regarding this.  He also said Steve Stocking is getting an estimate for repaving Prospect and Longs Lane for another grant Mr. Taylor is working on.

      Motion was made by Trustee Graham and seconded by Trustee Peterson to move the following Resolution:

      RESOLVED: That Chatfield Engineers is to be paid $2500 to do an upgrade of the Engineer Study of the Village of Corfu Wastewater Treatment Plant facility for the purposes of grant submittal.

     Clerk requested approval to pay the following four bills:
               Penn Power Systems (due before 4/12 mtg)    $319.25

               Flowers by Dick Burton (funeral flowers)             64.50

       Motion made by Trustee Graham and seconded by Trustee Sobczak to approve paying the above named bills totaling $830.98.

     Board discussed Police Administrator salary increase proposed by Officer Meier and determined to give him the standard 3 ½ % and other officers adjusted based on longevity as previously determined.

     Clerks Thomas and Beal suggested they purchase tax software in current year budget to lower upcoming budget amount due to coming in under budget this year. It was also mentioned to research prices on copiers to eliminate long term leasing. Trustee Graham questioned why the cost of printing the newsletter was taken out of Sewer budget. It was determined that it should be split between Sewer and General.

     Board reviewed Maintenance and Sewer budgets and eliminated several items to bring balance down.

     Mayor Skeet presented the Board with information on a Cub Cadet Push Mower which is regularly around $3000 that was brand new and available for $750 from Deeridge Farms. Brief discussion took place.

       Motion made by Trustee Peterson and seconded by Trustee Graham to approve purchase of Cub Cadet Mower from Deeridge Farms for $750.
