VILLAGE BOARD MEETING MINUTES - MARCH 31, 2008

Mayor Skeet opened Budget meeting at 7:13 pm.

     Members present: Mayor Skeet, Trustees Peterson, Sobczak, Russ and Patterson.

     Mayor Skeet mentioned a representative from Genesee County Youth will be coming out some time next week to discuss the skateboarding issue and what measures can be taken legally. The Board feels that an ordinance may have to be passed regarding skateboarding to allow action to be taken. After the youths attended previous meeting, the Board has still received several complaints indicating that suggestions and advise to them went unheeded.

     Trustee Sobczak mentioned he did go speak to the principal of the High School as promised regarding possibility of setting up a skateboarding club through the school. The principal said they have tried it previously and it didn’t work out. It is necessary to get a teacher to sponsor them on a trial basis and then it has to be approved by the school board.

     Brief discussion took place regarding the damaged printer cable in the police car. The setup in the vehicle has been changed so cable will not continue to break, however parts are no longer available for the Pentax II printer obtained through the Tracs grant. Pentax II has been replaced by Pentax III printer. Officer Wood has obtained price for replacing current printer with Pentax III.

     Motion was made by Trustee Russ and seconded by Trustee Peterson to authorize purchase of Pentax III printer to replace inoperable Pentax II.

     Motion was made by Trustee Russ and seconded by Trustee Sobczak to approve minutes of March 17th Budget meeting and March 24th Committee meeting.

     Mayor Skeet updated the Board on progress at the K & K Food Mart. Friday Akron came and jetted and cameraed the lines. There is a full stream of water about 3 feet from the manhole. They also discovered water coming in full bore in the lateral from Ammon’s coming into sanitary sewer. It has been estimated between K & K, Ammons and Korczak’s approximately 30,000 gals per day could be going into the sanitary sewer.

     He also said he has met with Dave Petrosewitz from K & K. He said the tanks are in the ground and full of fuel. To remedy the sanitary sewer problem digging may have to be done 16 feet deep ony 10 feet from the tanks. He said the lines will be capped and Al Graham will be continually working with Mr. Pertosewitz to get the problem taken care of . He said the K & K lot is 3 weeks behind schedule due to this, but they hope to be able to open the store by May 1st.

     Mayor Skeet also said Akron will camera Ammon’s line to attempt to find where there may be a break in the line.

     Mayor Skeet said he felt that the water situation in front of Bielec’s on Lawrence Avenue may have had a lot to do with the water line break in front of Saleh’s house.

     Some discussion took place regarding the Internet and problem with the Fire department printers and their request to secure our wireless internet connection. Since the previous discussion, the Police Office lost its internet and it was found that someone had disconnected the entire system upstairs. Mayor Skeet mentioned that the system is not ours, it is the Town’s and they have permitted us to run our Tracs off their system. If the Fire Department has a problem with that system, they would need to approach the Town.
    
      The Police hookup should have nothing to do with wireless internet connection. The wireless connection for the Court is totally separate from that of the Police Office and is commercial so it is powerful enough to get to the courtroom. It could be overpowering the Fire Department.  Steve Vathy of RNA Technologies, who installed our wireless router, said for us to secure the wireless connection is unnecessary, that no one can intercept our data without our passwords. He said that about 1½ years ago systems were changed so people could access the internet at schools, hotels, libraries, etc, and if someone were to access something illegal or immoral it would not come back on the host connection. He said it is not necessary for us to change anything, and there is also no reason for the fire department to have to have access to the equipment over the Police Office. Mayor Skeet said he would speak to Councilman Sformo from the Town regarding the problem.

     Mayor Skeet presented the Board with a letter from Officer Dan Wood indicating that if the Village Board chooses to institute a Police Administrative position he would like to be considered for the position.

     Trustee Russ updated the Board on some research he did through WNY Occupational Therapy regarding the process for requesting Officer Yueckstock to have a complete physical if his doctor releases him to return to work. He was informed that a prescription from Officer Yueckstock’s physician would be required to do the physical. Mr. Russ said he was also informed that if Officer Yueckstock or his physician object, there is another avenue to take. The Board concurred that they feel the physical is necessary for his own safety and welfare in order to resume his position, and that the Village will pay for the physical. The Board also suggested contacting the attorney to make sure the Board is proceeding properly.

     Trustee Sobczak mentioned he has been researching Eminent Domain and would like the have the old Sid Harper property appraised. He was informed that a NYS licensed appraiser would run about $200.00 and the owner would have to allow access to the inside in order to do an appraisal. He asked the Board’s approval to contact the owner to request his permission for access. It will be pursued further at a later date.

     Brief discussion was held about some way to reorganize the budget to better show standard operating expenses without additional nonstandard expenses muddying the picture, such as emergency purchases or unexpected expenses. As it is now, there is no way to tell how much each department actually costs to operate for standard operation. The possibilities of setting up separate line items or utilizing reserve funds were mentioned. It will be discussed further at next budget meeting.

     Motion was made by Trustee Patterson and seconded by Trustee Sobczak to go into executive session at 9:55 pm to discuss personnel issues.

     Clerk Thomas left the meeting at 9:55 pm.
