VILLAGE BOARD MEETING MINUTES - APRIL 16, 2007

Mayor Skeet opened budget meeting at 6:50 pm.

Members Present:Mayor Skeet, Trustees Peterson, Patterson, Russ and Sobczak. Also present was Adam Cunningham, Co-president of Corfu Free Library.
  • Board had brief discussion regarding resurfacing Maple Avenue and taking care of drainage issue by Murrays. A new DI will be needed in order to take care of the drainage problem.  The Board was informed that the cost of asphalt has tripled from the price of last year partly because Japan is using asphalt as a heating source, which is driving the price up. The cost of resurfacing the entire street would be prohibitive at this time. The option of putting a 2” cap to build up the road to create a flow of water to the DI’s would have about a 5 year life span according to Steve Stocking, however it will lead to a problem with driveways all having to be done to meet the 2” cap. At present the Board feels that this year we will have to work on the drainage problem and fix potholes. We do have a DI in stock and Kevin McCarthy should be able to do most of the work.
  • Adam Cunningham of the Corfu Library introduced himself. He is co-president with Andrea Vogler. He gave the Board a general run down of some of the events and programs the Library is having and has in the works for the summer months.
  • He mentioned that Stacey Anderson is the new director of the Library. They are having their usual summer fare including the Family Friday with outside entertainers. They are also having more adult programming such as books by local authors.
  • One of the biggest changes is having received a grant from Mary Lou Rath, they are automating their collection which will include bar coding all books, and being able to process with a scanner. They will be working with Nioga System for set up and maintenance.
  • Mayor Skeet spoke to Mr. Cunningham about possibly working hand in hand to offer various educational programs using Police Officers and Sheriffs, such as drug awareness etc. A Neighborhood watch program was also mentioned. He said he would like to hear any ideas the Library might have for community cooperation.
  • Mr. Cunningham left the meeting at 7:40 pm.
  • Mayor Skeet informed the Board that legislator Annie Lawrence will be attending meeting on April 23rd.
  • Mayor Skeet said there has been a water problem at the Sewer plant. Kevin McCarthy will be working on remedying the problem by putting in some drain tiles and building up certain areas with stone for better run off. The Town of Pembroke has been assisting by hauling in the stone.
  • Mayor Skeet informed the Board that Part-time Officer Andrew Houghton requested a cut in required hours and would like to be on a fill-in basis. He is willing to work Court nights and on special details such as DWI details. The Board discussed whether we could establish a new position through Civil Service to keep the part-time position open for someone who can work more hours, especially in the summer. The Mayor will check into it with Civil Service. If it is allowed, The Board would like to set up a position for 24 hours per month, to be paid monthly.
  • The Mayor commended what a great job our Police department did this year mentioning how Batavia, with over 40 full time officers generated just over $120,000 in ticket revenue, and Corfu with 1 full time, 1 part time and 3 seasonals generated over $150,000 in ticket revenue for the Village.
  • One thing the Mayor would like to check into is the possibility of getting fuel for the Police vehicles from the Town of Pembroke, which would be cost savings for the Village. He did also mention something different may have to be done about our diesel fuel tank due to new regulations including requiring a dike around any tank over 100 gallons. The Mayor will look further into getting on Town gas program.
  • Some discussion was held about hiring a Maintenance assistant especially for the summer months when Kevin will be working with VRI for smoke testing and when he begins Goose Neck Creek cleanup. The Board thought during the months of May through October to schedule 40 hrs per month, and November through April 10 hours per month if needed. The person would be paid on a monthly basis.
  • Mayor Skeet brought up to the Board that the Bobcat Skidsteer state bid price is only good through April 30th.
  • Motion made by Trustee Russ and seconded by Trustee Sobczak to authorize ordering the Bobcat Skidsteer on the 3 year lease plan prior to April 30, 2007 to insure the current state bid price. Motion carried.
  • Clerk will have copies of the proposed budget for all Trustees at the April 23rd meeting for final review.
  • Trustee Sobczak informed the Board that he has a meeting on Wednesday with Kennelly’s regarding the house that has fallen to ruin in the Village. He will update the Board on progress as it develops.
  • Mayor Skeet said he will contact Sheriff Gordon Dibble regarding a list of any calls the Village Police have been requested to respond to outside the Village limits.
  • Motion made by Trustee Patterson and seconded by Trustee Russ to go into executive session to discuss personnel issues at 9:09 pm. Motion carried
  • Clerk Thomas left the meeting at 9:09 pm.
  • Motion made by Trustee Russ and seconded by Trustee Patterson to go out of executive session at 9:22 pm. Motion carried.
  • Motion made by Trustee Patterson and seconded by Trustee Russ to adjourn meeting.
