VILLAGE BOARD MEETING MINUTES - APRIL 23, 2007

Mayor Skeet opened committee meeting at 7:04 pm.

Members Present:Mayor Skeet, Trustees Peterson, Patterson, Russ and Sobczak. Also present was Genesee County Legislator Annie Lawrence, Al Graham of Valley River, and Village Maintenance Man Kevin McCarthy.
  • Legislator Lawrence spoke to the Board about a few of the upcoming projects in Genesee County, such as an Airport Museum on Saile Drive in Batavia. She also talked a little about the development at the corner of Route 5 & 77, mentioning that it is sold to EDC, and that the County highway and Town highway are to get the site ready.
  • She also told the Board about a study that Spitzer has approved to dissolve Villages in the State, and encourage consolidation. She is keeping open lines of communication with Rath & Hawley to keep apprised of the situation.
  • Mayor Skeet spoke to Ms. Lawrence about the problems with the viaduct on Route 77. He explained that CSX has said they are only concerned with the structural integrity of the underpass and its ability to handle the train traffic, NYS DOT has said they are only concerned about the roadway portion of the underpass and have nothing to do with the sidewalk portion or cosmetics. With regard to the flooding problem, they admit the pumps and pipes are too small, but to replace them would do no good, as there is no place for the water to run with the creeks not flowing properly.
  • Regarding the cosmetic condition of the bridge, Mayor Skeet showed Legislator Lawrence several pictures where it shows rebar sticking out of the concrete, and rusted rails in the walkway, which is extremely dangerous for pedestrians. She said she would check on ownership and who is responsible for the cosmetics on the bridge.
  • Mayor Skeet also spoke to Legislator Lawrence about the difficulties the Village has with Civil Service when attempting to hire any part time officers for the Village. Genesee County is the only county in which part-time Police is considered a competitive position, which means you are required to hire off the competitive civil service list. Almost every applicant on the list does not have their police academy training, which would mean the Village would have to pay for their training for a part-time position. Since the City of Batavia and Village of Leroy only employ full time officers, the Village of Corfu is the only municipality that is affected by the part time officers being ranked competitive.
  • Legislator Lawrence said she will look into the situation and see if there is any other recourse for the Village than to hire off the Civil Service competitive list, and also determine why Genesee County is the only county in the area that has competitive part time.
  • Mayor Skeet also updated her on some of the plans for DWI checks with the County Sheriffs and State Police during the summer. She said she would assist the Village in any way she can in helping push for Grants we have been applying for, for the Village. She mentioned she would be in Pembroke Office the first Saturday in May from 9-11 am.
  • Legislator Lawrence left the meeting at 9:00 pm.
  • Al Graham gave the Sewer report.
  • The plant was in compliance through the month of April and averaged 63,000 gallons per day. No sludge was hauled.
  • He said they will be replacing one blower on Tuesday. Kevin McCarthy will assist. He said the Depot lift station was cleaned out and DEC inspected the plant and all was AOK.
  • Al said that Rick Konfederath will begin enclosing the drying bed this week. Beck’s is coming in Wednesday regarding the fans for pricing and logistics for installation.  He said the electric is 3-phase on the drying bed for fan hookup.
  • Al Graham left the meeting at 9:10 pm.
  • Kevin McCarthy gave the Maintenance report.
  • He mentioned that the dump trailer is in and is working great. He also said that Dave Barsuk has a pile of rock free dirt he will give the Village a good deal on. We would pay by the load whenever we need to pick up a load.
  • Mr. McCarthy requested the Board allow him to purchase an Ingersoll air compressor for the Maintenance department.
  • Motion made by Trustee Peterson and seconded by Trustee Russ to authorize Kevin McCarthy to purchase an air compressor, not to exceed $1100.00.  Motion carried.
  • Mr. McCarthy also requested the Board allow him to purchase a York landscape rake for the tractor.
  • Motion made by Trustee Peterson and seconded by Trustee Sobczak to authorize Kevin McCarthy to purchase a landscape rake, not to exceed $500.00. Motion carried.
  • Mr. McCarthy said he has been washing the police cars on a weekly basis. He has also got the stone and drains in the cold storage building.  He said Steve Stocking hauled in several loads of milling and stones for the Village.
  • Kevin McCarthy left the meeting at 9:30 pm.
  • Motion made by Trustee Russ and seconded by Trustee Peterson to approve minutes of March 12, March 19, March 26, April 2 and April 9, 2007.  Motion carried.
  • Motion made by Trustee Russ and seconded by Trustee Patterson to adopt the Seat Belt Policy presented for the Village of Corfu Police Department. (see attached) Motion carried.
  • Motion made by Trustee Patterson and seconded by Trustee Russ to move the resolution to Introduce Proposed Local Law #1 of 2007 entitled “A Local Law to Amend the Village of Corfu Zoning Law with Amendments Regarding Fences.” (see attached)     Motion carried.
  • Mayor Skeet signed the Short Environmental Assessment Form for the proposed Fence Law Amendments.
  • Mayor Skeet said they would be working on scheduling for Police at the next police meeting.  He also said he would like to purchase a battery bank for the radios once the DWI money comes in for Police equipment. Other members of the Board approved.
  • Motion made by Trustee Sobczak and seconded by Trustee Peterson to go into executive session to discuss personnel matter at 10:25 pm. Motion carried.
  • Clerk Thomas left the meeting at 10:25 pm.
  • Motion made by Trustee Sobczak and seconded by Trustee Russ to go out of Executive session at 10:29 pm. Motion carried    
  • Motion made by Trustee Russ and seconded by Trustee Sobczak to adjourn meeting at 10:34 PM. Motion carried.
