VILLAGE BOARD MEETING MINUTES - JUNE 11, 2007
Mayor Skeet opened regular meeting and Public Hearing for Local Law #1 of 2007 to Amend the Village of Corfu Zoning Law with Amendments Regarding Fences at 7:05 PM.
Members present: Mayor Skeet, Trustees Peterson, Patterson, and Sobczak. Trustee Russ was absent.- Trustees reviewed bills for final bill paying.
- After some discussion, it was determined by the Board that the Dental and Vision supplemental insurance benefits account is to be used strictly for Dental and Vision only, as it was originally established. Vouchers for Dental and Vision Reimbursement must be used in a timely manner, and only the amount accrued at the time will be allowed. Memo will be given to all full-time employees to sign regarding this and the following motion.
- The Board also determined by Motion and roll call vote the following for all full-time employees:
- Motion made by Trustee Peterson and seconded by Trustee Patterson that insomuch as comp time is offered as an advantage to the employee to save and use for additional time off, as of June 11, 2007, any approved comp time will be paid at straight time rate and must be used within the pay period. If approved comp time occurs on the last day of a pay period, it must be used in the following pay period. Any comp time accrued by full time employees prior to June 11, 2007, must be used by August 1, 2007 or it will be lost.
- Voting Aye: Trustees Peterson, Patterson and Sobczak

- Mayor Skeet updated the Board on the success and results of the smoke testing of the sewer system done this past week. He said they found several households out of compliance with downspouts or sump pumps hooked into the sewer. A few other more blatant violations were also discovered. Valley River will be inspecting to make sure individuals redo their systems to be in compliance. There were also a couple of possible broken lines found. Camera work will need to be done in those areas. He also reported there are some downspouts and floor drains that need to be dye tested. Letter will be sent to the Village of Akron to thank them for all their assistance.

- Motion by Trustee Peterson & seconded by Trustee Sobczak to approve the Treasurer’s Report. Motion carried.

- Motion by Trustee Sobczak & seconded by Trustee Peterson to pay the above General and Sewer bills.
Motion carried.
- Motion by Trustee Patterson & seconded by Trustee Sobczak to close the Public Hearing at 7:40 pm. No residents attended.
- The Village Board reviewed the SEQR document and agreed with its findings.
- Motion by Trustee Patterson & seconded by Trustee Peterson to move the resolution that Local Law #1 of 2007, “A Local Law to Amend the Village of Corfu Zoning Law with Amendments Regarding Fences”, should not pose any significant adverse environmental impacts, therefore the Board declares a negative determination.
Voting Aye: Mayor Skeet, Trustees Peterson, Patterson & Sobczak.
Voting Nay: None

- Motion by Trustee Patterson & seconded by Trustee Peterson to move the resolution adopting Local Law #1 of 2007, “A Local Law to Amend the Village of Corfu Zoning Law with Amendments Regarding Fences”. (see attached)

- Board reviewed minutes of May 21 and May 28, 2007. Trustee Peterson found one correction to the May 21st minutes regarding recommendation of using County Planning Board and VRI as technical advisors on this project. See May 21, 2007 minutes.
- Motion by Trustee Patterson & seconded by Trustee Peterson to approve minutes of May 21 and May 28, 2007 with the correction by Trustee Peterson on the May 21, 2007 minutes. Motion carried.
- Brief discussion was held regarding meeting with Reid Petroleum and their intentions to drop off 10 copies of the site plans to the Village Office. Mayor Skeet mentioned he had gone and seen their new location in Delevan. Trustee Patterson said she would contact the Delevan Board to check on their procedures and any problems they may have run into.
- Trustee Peterson said he would attend the next Planning Board meeting on June 27, 2007. The Board agreed that a member of the Village Board should attend each Planning Board meeting to keep on top of Village issues and what is being approved or disapproved, as minutes received are generally long after the meetings. It was also suggested that we put a description of Planning Board member duties in the Village newsletter to attempt to interest residents in joining the Planning Board.
- Clerk Thomas reminded Trustees that newsletter articles would be due in soon for the July issue. Trustee Patterson suggested having them for the June 25th committee meeting. She also said she will write an announcement of the postponement of the summer Family Day Event.
- Mayor Skeet brought up having a Trustee keep track of employee time such as vacation, sick time, personal days, etc to create some separation of duties and to review policies established for such days.
- Mayor Skeet also brought up to the Board that due to the circumstances of having only one clerk, Clerk Thomas did not take all her allowed vacation time in the 2006-2007 Fiscal year, and that he felt that payment should be made for the week not taken. In the future however, time must be used in the same fiscal year or it will be lost.
- Motion by Trustee Peterson & seconded by Trustee Sobczak to approve payment of 40 hours of unused vacation time for Clerk Sandra Thomas from 2006-2007 Fiscal Year. Motion carried.
- The Board also discussed keeping a closer check on time cards and hours worked prior to paychecks being issued. The Board concurred that time clocks should be utilized not only by Police and Maintenance, but also by Village and Court Office personnel for a more accurate accounting of time worked.
- Motion was made by Trustee Sobczak and seconded by Trustee Patterson that effective beginning on June 23, 2007 pay period, all Village and Court Office personnel, Police Officers and Maintenance personnel will be required to punch in and out on the designated electronic time clock for hours worked. Failure to turn in a completed electronic time card for each pay period will result in delay of paycheck.

- Clerk Thomas will issue memos for all employees regarding the above for employee signature.
- Mayor Skeet updated the Board on Police department. He mentioned we had received the quote on the computer for the new Police car. He will check on the cost for installation of the computer and console by the installer in Batavia that is doing the Light bar and radio etc.
- Mayor Skeet also informed the Board that Civil Service contacted him and said that we may retain our Seasonal Officers longer by laying them off for a week and then rehiring them for another three months if needed. Both seasonal officers are currently on duty for the Darien Lake busy season. All Officers have qualified at the firing range.
- Some discussion was held regarding operation of the traffic signal during concerts. The Genesee County Sheriff’s will not commit to the light for concerts. Mayor Skeet will speak with our Officers regarding trying to accommodate Village resident traffic better in the future.
- Mayor Skeet mentioned for the Board members to take a look at the Police Office door, as a friend of Officer Wood volunteered her time to paint the Village Police logo on the door. A thank you letter will go out to her, as well as a mention in the next newsletter.
- Board was presented with a bill from VRI for Linda’s Diner for during the smoke testing.
- Motion made by Trustee Peterson & seconded by Trustee Sobczak to pay bill for Linda’s Diner for during Smoke Testing. Motion carried.
- Mayor Skeet and Trustee Patterson briefly filled the Board in about the Review meeting they had with Accountant Laura Landers. It was agreed by the Board that it is essential that some policies be set up for some segregation of duties, and policies set up and adopted for Procurement, Investment, etc. The Board agreed that they must become more involved in awareness of the office procedures and practices.
- Mayor Skeet informed the Board that we have received a letter that the Kennelly property has been sold and that the prospective owners have agreed to clean up the property. The closing is end of June and attorney for the prospective owner requested the Village hold off on any subpoenas for cleanup to allow new owners a chance to clean it up on their own.
- Trustee Sobczak updated the Board on his communications with DOT with regards to the parking situation in front of the Liquor/Hair/Dog Grooming location on Main Street. After all his contacts with Dave Lange of DOT, he was just advised that Dave Lange has retired, so Trustee Sobczak has spoken with Mr. Lange’s replacement, who said he will look into it and get back to him.
- Regarding the viaduct, Trustee Sobczak has spoken with someone from Channel 2, who mentioned that they have sweeps week in July and may be interested in troubleshooting the viaduct situation we have. Trustee Sobczak said as soon as he gets an answer from DOT on their intentions with regard to the parking situation, he will pursue the viaduct more aggressively.
- Trustee Sobczak also mentioned he has spoken with Micki at the Liquor Store with regards to her contacts with Dr. Campbell who owns the old Sid Harper house next to the Liquor Store, and that from her correspondence with him, he is not interested in selling the property for anything less than what he owes on his mortgage, which is over $60,000. Trustee Sobczak said he would look at other possible avenues to have that property taken care of.
- Motion made by Trustee Patterson & seconded by Trustee Sobczak to go into executive session to discuss personnel issues at 10:40 PM. Motion carried
- Clerk Thomas left the meeting at 10:40 PM.
- Motion made by Trustee Patterson & seconded by Trustee Peterson to go out of executive session at 10:51 PM. Motion carried.
- Motion made by Trustee Patterson & seconded by Trustee Peterson to adjourn meeting. Motion carried.
- Meeting was adjourned at 10:52 PM.
