VILLAGE BOARD MEETING MINUTES - JULY 24, 2006

Mayor Skeet opened committee meeting at 7:05 pm.

Members present: Mayor Skeet, Trustees Peterson, Patterson, Sobczak and Russ. Also present Albert Graham of Valley River Inc.
  • Al Graham reported that the wastewater treatment plant passed all tests and average flow was 42,000 gal/day. They have been using the drying bed and it is working great. They pumped 10,000 gals of sludge in on the 14th, and it dried and was able to be cleaned out and is ready to pump again. They also repiped for transferring sludge from small tanks to large. This was made to be able to disassemble for when not in use. He also reported that supernating is going extremely well.
  • Mayor Skeet advised Mr. Graham of the upcoming work session for sewer infrastructure on Saturday, July 29th.
  • Brief discussion was held regarding homeowners being responsible for culverts.
  • Mr. Graham mentioned there is some reorganization occurring at VRI. One item is that everyone running a plant is to formulate a to-do list and to determine whether VRI or the community is responsible for the various items.
  • Mr. Graham informed the Board that the Pit pump was taken to Collier Machine and was found to be unrepairable. Estimate from Collier for a new pit pump was approx. $6000. Board discussed various options with Mr. Graham such as:
    1. Purchase a new pit pump
    2. Purchase another trash pump and dedicate it to that job. (Mr. Graham felt this would be more versatile)
    3. Get estimate from Doktors for C-brackets with clamps for mounting
  • Trash pump Mr. Graham mentioned the trash pump we have now is used to pump from small to large tanks.
  • Motion made by Trustee Russ and seconded by Trustee Peterson to authorize Albert Graham of Valley River Inc. to purchase a new Trash Pump, not to exceed $2500.00. Motion carried.
  • Al Graham left the meeting at 7:55 pm.
  • Trustee requested clerk gather figures for budget and line items for meeting on July 29th.
  • Mayor Skeet gave Police report.
  • The meeting with Frank Ciacia of Genesee County DWI regarding 2007 DWI Grant was discussed. Mayor Skeet reported that Mr. Ciacia was extremely helpful in setting up proper grant requests and seemed amenable to most requests that were brought up. Letter has been sent to the Police Union per their request with listing of full and part time officers.
  • Trustee Patterson spoke to the Board about the Small Cities grant workshop she wishes to attend in Ithaca in October. She has submitted a scholarship grant for reimbursement of the expenses to attend this grant workshop.
  • Motion made by Trustee Peterson and seconded by Trustee Russ to authorize Trustee Patterson to attend the Small Cities Grant Workshop in Ithaca on October 1-2, 2006 with expenses not to exceed $700.00. Motion carried.
  • Brief discussion was held concerning our Zoning Officer and Planning Board. Board would appreciate more interaction from both regarding their actions. The Board would also like to step up the campaign to get the planning board staffed so it is less likely they do not have a quorum so often.
  • Mayor Skeet updated the Board on the most recent Court night operation with two judges and two prosecutors. The system worked very well and will most likely be utilized at least through September due to the high volume of tickets being written. He also mentioned he would like to see more press releases issued from the Village Police.
  • Mayor Skeet mentioned that the Police department is doing a great job. It is estimated there will be over 500 tickets having been written for the month of July. He also informed the Board that the front tires on the marked car have been replaced.
  • Trustee Patterson reminded the Board of the Multihazard Mitigation meeting to be held at the Community Center on Wednesday, July 26th and requested as many Trustees attend as possible.
  • Mayor Skeet mentioned we need to get going on Streets and Sidewalk repairs. Trustee Russ was requested to contact Steve Stocking of the Town to get a price on repaving Maple Ave. The Board would like an updated written estimate including fixing the drainage problem at the end of Maple Avenue by Murrays.
  • Motion made by Trustee Peterson and seconded by Trustee Patterson to adjourn meeting at 9:35 pm. Motion carried.
