VILLAGE BOARD MEETING MINUTES - SEPTEMBER 11, 2006
Mayor Skeet opened meeting at 7:10 pm.
Members present: Mayor Skeet, Trustees Patterson, Peterson and Sobczak.
Motion made by Trustee Patterson and seconded by Trustee Peterson to approve minutes of August 28, 2006. Motion carried.
Communications
- Received $10.00 cash from Judy Thomas for zoning permit for pool at 43 East Main St.
- Received Town of Pembroke Code Enforcement Officer report for July.
- Received WW Facility Report and DMR for July 2006 from NYS DEC
- Received letter from Atty Melinda Disare indicating Perb case w/ Sheet Metal Workers’ has been withdrawn & file is now closed.
- Received letter from Governor’s Office for Small Cities informing that our Grant application will not be funded.
- Received letter from Town of Pembroke w/ addendum to our current lease for rental of additional office space and storage.
- Received check no. 495 in amt of $25,815.00 from Justice Alexander for August ’06 court.
- Received check no. 1002 in amt of $8394.00 from Justice O’Connor for August ’06 court.Received notice of contract renewal from J. O’Connell grant writers.

Motion by Trustee Peterson & seconded by Trustee Patterson to pay the above General and Sewer bills. Motion carried.

Overtime report was briefly discussed. Mayor Skeet requested clerk to check with Court Clerk Vohwinkel on the spreadsheet with report of officer’s tickets written and see if it could be reimplemented. Board members also requested clerk Thomas to start using some of her comp time and vacation time.

Trustee Patterson suggested looking into purchasing paper towels and trash bags by the case for the sewer plant to save money as they go through so many.

Clerk presented Keiffer’s fire extinguisher bill with question of being charged $10.00 for a return trip when they never called first to let the Village know he would be coming and had no access to several extinguishers on the first visit. Board said to deduct the $10.00 and send check for the balance.
- Mayor Skeet informed the Board that Kristi Lampart from the Hairworks could possibly be in as she was unhappy with her customers being ticketed for blocking the sidewalk. Brief discussion was held regarding the parking situation and it was agreed that for the safety of the children walking to school and other pedestrians, the law must continue to be enforced.
- Mayor Skeet updated the Board on the Civil Service situation regarding our seasonal and part time officers. He said Civil Service had made an error by not putting Officer Dan Wood back on the Civil Service list. They have corrected that error and Mr. Wood is now available to hire into a year round part time position per Civil Service. Officer Retzlaff has been switched to seasonal and will eb able to work until November 1, 2006. Officer Cristofaro’s seasonal position will expire on September 22, 2006 per Civil Service.
- Motion by Trustee Peterson and seconded by Trustee Patterson to move the following resolution:
RESOLVED: The Village of Corfu Board of Trustees hereby authorizes the addendum to the lease with the Town of Pembroke for rental of additional space commonly called the “Bingo Office” at the rate of $750.00 per quarter, to run concurrently with the existing lease commencing on September 1, 2006 and terminating on May 31, 2007.
Voting Ayes: Trustees Peterson and Patterson.
Nays: Trustee Sobczak
Trustee Russ was absent.

I, Sandra S. Thomas, Clerk of the Village of Corfu, New York, hereby certifies that the above is a true copy of the resolution duly adopted by the Village Board of the Village of Corfu on September 11, 2006.
- Trustee Russ arrived at the meeting at 8:20 pm.
- Clerk presented for bids for the minor construction to be done in the new Police/Storage area. The bids were as follows:
Ammon Custom Trim - $1750.00
Schiefer Home Improvements - $1855.00
Foxy Home Enhancements LLC - $3350.00
Expert Builders - $4500.00
- Motion by Trustee Peterson & seconded by Trustee Sobczak to accept Ammon Custom Trim bid for $1750.00 for construction in new Police Office/Storage area. Motion carried.

Mayor Skeet said he would inform Mr. Ammon of the Board’s decision. He was reminded to inform him we would need a Certificate of Insurance for both the Village and Town of Pembroke.
- Mayor Skeet also showed the Board an estimate for paint supplies and paint obtained by Officer Yueckstock. No decision was made at present for purchasing the supplies.
- Brief sewer report was given. The generator that appeared to be leaking oil has been checked and there is no leak, just an overpour. The generator is now running well. Also the blower motor had to be changed. The old one was taken to Baileys to see if it could be repaired. Al Graham checked to see why the Village’s limits were so low compared to Akron, and was told it was because the creek dries up. He is checking into it further.
- Clerk Thomas mentioned the tree in front of Harmon property at 21 East Main Street between the sidewalk and street has some dead branches that need to be trimmed. She also mentioned a phone call she had from Mr. Alfieri at 23 S. Allegheny, who said there are some dead branches on the tree on the Water Street side that need trimming. Trustee Sobczak said he would look into cost for trimming, as well as evaluation and maintenance of other possible problem trees on Village property. The Board discussed the two problem trees brought up and it was the conclusion of the Board that the tree Mr. Alfieri called about is not on Village property, so it would be the responsibility of the homeowner. Clerk Thomas was requested to write to Mr. Alfieri to inform him of the conclusion of the Board regarding the tree.
- Clerk related response phone call from Ed Beideck of Town of Pembroke regarding setting up a joint meeting. The Board decided on Wednesday, October 25th if that is agreeable with the Town of Pembroke. The purpose of the meeting will be to discuss possible sewer expansion.
- Clerk Thomas presented a letter to the Board from Court Clerk Vohwinkel regarding her concerns about the dangerous situation that exists regarding the doors where the Corfu Village Office and Town Court Offices are located in the Fire Hall. Having no access to an exit door with an emergency push bar should a person be locked inside the area on purpose or by mistake creates a hazardous situation, especially in case of an emergency situation such as fire, intruder etc. She requested the Village address this situation with the Town of Pembroke and see if it could be remedied in a timely manner. The Board agreed they would once again contact the Town of Pembroke about the door situation.
- Renewal contract for J. O’Connell Grant Writers was presented to the Board. Trustee Patterson said she would like to do a little research before agreeing to the renewal. The Board decided to table the issue for the time being. The Board was reminded that Jean O’Connell will be attending the meeting on September 25th for a grant update.
- Clerk Thomas brought up a phone call she had received from Neil Stefanski regarding the property in front of the James Murphy residence at 20 S. Allegheny. Zoning Officer Reeves had approached Mr. Murphy regarding mowing the area out to Allegheny, not just around his residence. As Mr. Stefanski does the mowing for Mr. Murphy he called to express his concerns. Clerk Thomas gave copies of Local Law #4 of 1982 regarding grass and weeds around residences and it was the conclusion of the Board that the Murphy property in question does not fall into the criteria mentioned in the law.
- The question of back yard requirements was also raised and as the law does read that yards must be maintained within fifteen feet of all buildings located on a lot or land, a few yards were mentioned that appear to be out of compliance with that section of the law.
- Clerk Thomas was requested to contact Zoning Officer Reeves to request he check into this.
- Trustee Sobczak informed the Board of information and price range he had gotten for replacement of the gate that had fallen on their walk through the Village.
- Mayor Skeet requested the Board think about a possible Winter celebration such as Christmas caroling, or a gathering in the community center with coffee and snacks or food.
- Motion made by Trustee Patterson and seconded by Trustee Sobczak to adjourn. Motion carried.
- Meeting was adjourned at 10:00 pm.
