VILLAGE BOARD MEETING MINUTES - OCTOBER 23, 2006

Mayor Skeet opened Committee meeting at 7:03 pm.

Members present: Mayor Skeet, Trustees Patterson, Peterson, Russ and Sobczak. Also present Village Resident Marge Wotherspoon, and Albert Graham from Valey River Inc.

  • Marge Wotherspoon presented her concerns over the water problem in her back yard, and questioned the situation with the Drainage Grant. Trustee Patterson explained that the grant had been rejected but is in for review. Some further discussion was held regarding the drainage situation and Ms. Wotherspoon was assured that we will continue to pursue the grant monies. Mr. Graham interjected that the problem is bigger than the tax base we have in the Village, and without state or federal aid it can’t get done. The Board assured her we are doing what we can to make it happen.
  • Marge Wotherspoon left the meeting at 7:30 pm.
  • Albert Graham of VRI gave the Sewer Report.
  • For the month of September all readings were within limits. The average flow for the month was 60,000 gal/day. Mr. Graham also reported they overcame the problems with the blowers. 9.76 tons of solids were hauled from drying beds in September.
  • Mr. Graham reported that they have gotten 3 quotes to replace the Depot Lift Station generator. They are unable to get parts for the old generator as it is from the mid-70’s. The best price on a new generator was from J & L Feed. The quote was $4400 installed on concrete with auto-transfer switch.
  • Motion made by Trustee Russ and seconded by Trustee Sobczak to authorize Valley River to purchase generator for Depot Lift Station from J & L Feed. Motion carried.
  • One project they are working on is to install air sensor for automated blower control. The Air blowers are original to the plant. The configuration of new blowers is not the same as the old so they need to be repiped. At present they have manual variable speeds. Warm air blowers run heavier. Air sensors can be put in the tanks to regulate (adjust) variable speed. It is suggested we redo in the next budget and separate with smaller blowers, which will lead to energy cost savings. The plant is running on one blower right now.
  • Valley River has sent a letter to DEC requesting an increase in SPDES summer permit levels.
  • They will be having dialers installed at the Cemetery Lift Station shortly.
  • Mr. Graham gave an update of Sewer operations during and after the storm of October 12-13. He said the flow was 500,000 when the power was out, which the plant was handling. When the power came back on, the flow spiked to 1.5 million, which is a very strong indicator that there are illegal sump pump hookups. Valley River would like to schedule smoke testing for the spring to locate any illegal hookups.
  • The Village Board gave the clerk permission to reimburse Mr. Graham for $100 worth of gas he purchased out of his own pocket for the generators during the storm.
  • Al Graham left the meeting at 8:10 pm.
  • Mayor Skeet updated the Board on Clean up efforts from the storm. At present the area is waiting for the President to sign the papers declaring the area a disaster area. If he doesn’t the worse case scenario would be procuring a 0% loan from the government to cover costs incurred. Tim Yaeger from Genesee County Emergency Management assures us that we are way below average cost of clean-up.
  • Mayor Skeet will be getting cost breakdowns from those who participated in the cleanup and hauling efforts, such as Bill Dix of Potter Lumber, Jeff Kohl and Dave Barsuk, as well as those who worked on night crew assisting with the cleanup.
  • The status of the Ford Taurus wagon was discussed. They had problems with it during the storm, which may be transmission problems. It will be going in to Al’s Auto on Tuesday. Mayor Skeet will check with Officer Yueckstock as to what he finds out on it. Officer Yueckstock is back to work from his bout with pneumonia.
  • Mayor Skeet mentioned to the Board that he would like to have plaques made up with a photo from the storm for the Genesee County Emergency Management team for their direction and guidance, and for the Corfu Fire Department in appreciation for their aid and support during the storm.
  • Trustee Sobczak gave an update on the sidewalk situation. He will have the contractor call the office for information on insurance certificate etc.
  • Brief discussion was held regarding having Maintenance worker, Kevin McCarthy take care of the protruding manhole cover on Maple Avenue before snow flies again. Mayor Skeet said he would talk to Mr. McCarthy about it.
  • Mayor Skeet talked to the Board about the proposed Cold Storage building to be built next to the maintenance garage. At present Rick Konfederath is drawing up plans for the building and Bill Dix of Potter Lumber will work up an estimate for materials based on the plans.
  • Brief discussion was held regarding the shortage in budget monies in certain account until various grant reimbursements come in. Trustee Patterson pointed out a section in the NYCOM book which indicates if you have higher than anticipated revenues (ie) Court funds, they can be transferred to another account if needed.
  • Trustee Sobczak informed the Board he will be hooking up with the man he ordered the outside display Board on Tuesday.
  • Clerk reminded the Board there is a Joint meeting with the Town of Pembroke on Wednesday, October 25th at 7:30 pm to discuss Sewer.
  • Motion was made by Trustee Russ and seconded by Trustee Peterson to expend $50.00 for registration fee for Trustee Patterson to attend a Community Development Workshop. Motion carried.
  • Brief discussion was held regarding the upcoming Joint meeting with the Town regarding the Sewer. As this is just a preliminary meeting, it will be primarily to assess their interest level, possibly set up a tentative time line and establish a contact person.
  • Motion was made by Trustee Russ and seconded by Trustee Peterson to pay Ammon Custom Trim bill for the work done in the Police office. Motion carried.
  • Motion was made by Trustee Russ and seconded by Trustee Sobczak to adjourn meeting. Motion carried.
  • Meeting was adjourned at 9:20 pm.
