VILLAGE BOARD MEETING MINUTES - NOVEMBER 13, 2006

Mayor Skeet opened regular meeting at 7:04 pm.

Members present: Mayor Skeet, Trustees Peterson, Patterson, Russ and Sobczak.
  • Trustee Patterson mentioned that Tom Ingram had spoken with her and said he would have no problem having the tree by his house taken down as it creates a vision hazard when backing out into the street.

  • Motion by Trustee Russ & seconded by Trustee Peterson to approve the Treasurer’s Report. Motion carried.
  • Motion by Trustee Patterson & seconded by Trustee Peterson to transfer $2,975.33 from contingency 1990.4 to Police Contractual 3120.4 in General Fund. Motion carried.
  • Motion by Trustee Peterson & seconded by Trustee Sobczak to transfer $48.10 from contingency 1990.4 to Trustee Contractual 1010.4 in General Fund. Motion carried.
  • Motion by Trustee Russ & seconded by Trustee Patterson to transfer $4,910.37 from contingency 1990.4 to Disaster Recovery 8760.0 in General Fund. Motion carried.

  • Motion by Trustee Patterson & seconded by Trustee Russ to approve minutes of 10/09 regular meeting, 10/17 Emergency meeting, 10/23 Committee meeting and 10/25 Joint Town meeting. Motion carried.
  • Mayor Skeet updated the Board regarding the SEMO/FEMA meeting he and Clerk Thomas attended. He related their comments that it is unheard of what we accomplished with the manpower and equipment we had to work with. The meeting reviewed reimbursement for Village expenses for Storm Cleanup, as well as discussed proposed clean up of part or all of Murder Creek as part of the FEMA project from fallen trees due to the storm.
  • Mayor Skeet requested the Trustees assistance in paperwork for FEMA reports. It was decided the Clerk would handle all FEMA paperwork. He also requested Trustees to help take care of the Creek project such as taking photos, contacting Army Corps of Engineers, DEC, and engineers. Trustees Patterson and Sobczak said they would work on that project.
  • Officer Dennis Yueckstock arrived at meeting at 7:15 pm.
  • Mayor Skeet informed the Board that the Police office is 90% complete. Officer Yueckstock thanked the Board and the Mayor, citing that it is the first time the Village had a Police Office. He mentioned Village historian Al Starkweather had done some research and in the 1930’s is the first mention of a “Village Watchman”. He said in 1897-98 there was mention of the Village demanding a Sheriff’s Patrol to control riots. The office was a long time coming.
  • The Mayor and Trustee Peterson reviewed the progress made in the past year in the Police department, including regularly scheduled police meetings every month, setting up regular work schedules. They discussed the tremendous increase in ticket revenues and Mayor Skeet mentioned that Chief Gordon Dibble of the Genesee Co. Sheriff’s said at a recent meeting of the Traffic Highway Safety Committee in Albany they were discussing Corfu wondering who was this “Corfu” that is writing so many tickets. They have never seen anything like it.
  • The great cooperation we have received from the Sheriff’s and State Troopers was also discussed not only with the DWI Road checks, but in loaning the Village equipment which they wouldn’t do before.
  • Trustee Peterson commented he would like to make the process part of a formal agenda and formalize the Mission Statement. He would like to see continuing work on the Court system and Police through the winter to have everything in place for spring.
  • Trustee Patterson mentioned she would like to see more Police and School interaction, such as programs for the children etc.
  • Officer Yueckstock and Mayor Skeet said we had a great Halloween with no major incidents. Officer Yueckstock was on patrol as well as Officer Dan Wood on bicycle patrol.
  • Brief discussion was held regarding seasonal Officer Retzlaff. It was decided to hold his final paycheck until all equipment, uniforms, brass and ID tag are returned.
  • At 8:20 pm the Board took a tour of the new Police Office and upstairs storage area.
  • Upon return, Trustee Peterson told Officer Yueckstock he appreciated the teamwork, and focus on the overall goal by the officers and Board.
  • Officer Yueckstock left the meeting at 8:35 pm.
  • Motion by Trustee Patterson & seconded by Trustee Peterson to adopt the following resolution:
  • RESOLVED: That the offices to be filled at the Annual Village of Corfu Election to be held on March 20, 2007 are as follows:
    Mayor (1) Term ----- 2 Years 4/2/07 – 4/6/09
    Trustee (2) Term ----- 2 Years 4/2/07 – 4/6/09
    Motion carried.

  • Brief discussion was held regarding the agenda for the Joint meeting with the Town of Pembroke concerning the possibility of Sewer line expansion into the Town. Ken Scherrieble of VRI and Paul Chatfield of Chatfield engineers will be in attendance on behalf of the Village.
  • Trustees questioned what procedure would be necessary to change the term of office for the Mayor position to a four-year term. It was determined that a public referendum would be necessary to put a formal policy into effect.
  • The 2006 Delinquent Tax list was presented to the Village Board for verification.
  • Mayor Skeet gave an update of cleanup efforts. Maintenance worker Kevin McCarthy is now working on his own, and is still on 40 hours per week for final cleanup. He will be taking the chipper back to LeRoy by the end of the week. Tim Yaeger of Genesee Co. Emergency Mgmt said the piles should be cleaned up in the next couple of weeks.
  • Eastman Tree Service has done trimming and ground stumps of trees removed due to storm damage.
  • Dave Barsuk will be working with Kevin at the end of the week to clean out the storm drains.
  • Trustee Sobczak reported the sidewalk repairs are underway, and area in front of school is done.
  • Clerk reminded Board that manhole on Maple Avenue still needs to be taken care of before snow flies and plows are out.
  • Mayor Skeet informed the board that Rick Konfederath is working on plans for the Cold Storage building and has gotten a materials list to Bill Dix of Potter Lumber for an estimate. The materials are estimated at approximately $9990.00. The Mayor would like to see the building started as soon as possible so it could be up before the first of the year to save further weather damage to equipment.
    The Board agreed to meet at the Sewer plant on Tuesday evening from 6:30 to 8:00 for a work session to clean out Maintenance loft and police garage.
  • Mayor Skeet said Kevin McCarthy checked into and got a price of $2695 for a cab for the Kubota.
  • Mayor Skeet will be going to the upcoming GAM meeting.
  • Trustee Sobczak got an outside display case for the Village Office for $80.00 (compared to over $200 in catalogs). We will have Kevin install it when he gets cleanup caught up. Mr. Sobczak also reported he met with Dave Lange of the NYS DOT regarding possible solutions to the parking problem in front of the Hair/Liquor/PetSalon building. Mr. Lange informed him they could supply poles with reflectors for now, and that in 2008 they have plans to resurface Route 33 and could put in permanent curbs at that time if that is what the Board decides. Brief discussion was held, but no decision made at this time.
  • Motion was made by Trustee Patterson and seconded by Trustee Sobczak to adjourn. Motion carried.
