JOINT MEETING WITH TOWN OF PEMBROKE - NOVEMBER 15, 2005

Joint meeting with Town of Pembroke opened by Edward Beideck at 7:00 pm.

Members present:
Village of Corfu: Mayor Skeet, Trustees Vogler, Russ, Steinberg and Peterson.
Town of Pembroke: Edward Beideck, Gary Dewind, Andrea Davis, Jim Mallory, Anne Lawrence.

  • Purpose of meeting discussed as ways to incorporate shared services, reduce taxpayers costs, eliminate redundancies.
  • Mr. Beideck explained their operating system for meetings and committees. Each councilman serves on anywhere from 1 to 3, two-man committees. They have two meetings, one being a “workshop” meeting which is held 4 to 5 days before the regular Board meeting. Workshops are discussion only. No Resolutions are passed, but resolutions are discussed and generally typed up ahead of time for the regular meeting. Board meetings are the second Wednesday of each month and are more formal. All resolutions are done at the end of the meeting.
  • Mr. Beideck gave a brief rundown of some of their various projects and committee work.
  • Parks: Brief description of their work with Clark-Patterson (engineers). Research is based on a survey conducted several years ago which determined best layout of park, needs of the public and school, such as athletic fields. At present they are planning on 3 soccer field, 2 softball and 1 baseball field. Currently are designating 50 of the 104 acres as park. Explained once designated as Park it is difficult to change its designation. They have also earmarked about 11 acres south of the roadway for possible future municipal center and development.
    Kiwanis has requested a Pavilion and they have gotten a $100,000 grant to help develop, as well as some monies the Town has set aside.
    They have also come to a mutual agreement with the school for the school to maintain the fields in exchange for their use. Mr. Beideck explained some of the sources of funding they have obtained, such as $10,000 from Assemblyman Nesbitt to help with the comprehensive plan, and $25,000 from Senator Rath for park topographical studies. He also mentioned working in cooperation with state DOT when they graded the shoulders on Genesee Street to obtain the fill for use on the park roadway, making a potential $60-70,000 job end up as a $8-10,000 job.
    They do hope by fall to have some of the fields ready for use.
  • Water District: Mr. DeWind gave a brief update on their plans for the next phase of the Water District. Their goal is to connect with either Erie or Monroe County. They are pursuing a Small Cities grant in spring.
  • Community Center: It was mentioned that they had considered a new building, but it was estimated to run 1.5 million. They reported that the Firehall renovation is 99% complete and cost appx half of what a new building would have. The Community center is available. VFW, Oddfellows etc, mostly non-profit organizations are making use of the hall. One restriction is no alcoholic beverages allowed. They are currently working on rules and regulations.
  • Route 63 Bypass: There have been no meetings for close to 2 years. There are plans for new signaling at 5 & 77 and widening the bridge by Cohocton Road.
  • Toll Barrier: It is expected Senator Rath will make an announcement soon.
  • Miscellaneous: 2006> new plow. Every 3 years they replace a truck.
    Comprehensive plan - got $10,000 grant
    Industrial/Commercial development - plans are in the works. No details as of yet.
  • Village of Corfu gave brief update on some Village projects and concerns. One item discussed was the situation of our police officer running the traffic signal during concert traffic. It was suggested perhaps we could bill the Sheriff’s office for our officer running the light. Also was suggested to contact Sheriff Gary Maha to talk it over with him.
  • Mr. Beideck brought up possibly looking at the Town and Village Court situation to see if it would be feasible to combine Courts. When the issue of revenue was mentioned, Clerk Thomas conveyed the information she had received from the Village of Leroy regarding their Village not receiving Court revenues since they consolidated. Mr. Beideck said he would make some calls i.e. Town Supervisor of Leroy, Shelly Stein.
  • Possible shared services of Village maintenance department was also briefly touched on, to be discussed more fully at a later date.
  • Mayor Skeet brought up Emergency Preparedness Plan. The Town uses the Genesee County plan. Village will contact the County for a copy of that plan.
  • Town Board members mentioned they do alot of “networking” and suggested going to other Villages to see how they operate their meetings, committees, workshops, etc. for ideas and feedback.
  • Another Joint meeting was scheduled for January 31, 2006 at 7:00 at the Town Building on Route 5.
