VILLAGE BOARD MEETING MINUTES - NOVEMBER 27, 2006

Mayor Skeet opened Committee meeting at 6:57 pm.

Members present: Mayor Skeet, Trustees Patterson, Peterson, Russ and Sobczak. Also present: Al Graham and Ken Scherrieble of Valley River Inc, and Paul Chatfield of Chatfield Engineers.
  • Mayor Skeet spoke to Paul of Chatfield Engineers and Ken and Al from VRI about looking for direction and guidance regarding the recent meeting with the Town of Pembroke. Ken Scherrieble said we need to continue working on inflow and infiltration. More camera work will be done as well as flow monitoring. Rural Water will come out and do smoke testing in the spring, then a report will be put together. VRI has a packet from Rural Water for “do’s and don’ts” and preparation for the smoke testing. He mentioned that Sewer and Drainage need to go together.
  • Mayor Skeet told them that Dave Barsuk and Kevin McCarthy have been cleaning out the catch basins and storm drains. He said they found up to 3 feet deep of sediment in the catch basins. The procedure they used was to suck out the catch basin, jet the lines, then suck the catch basin again.
  • Along with tackling the inflow and infiltration, we would have to look at pump station rehab and upgrades at the plant to the drying bed and filtration system.
  • Paul Chatfield said we would need to come up with a formula, such as a rental agreement for the Town, with an increase mechanism for any future improvements needed. With initial hookup there would be a base rent and usage fee, and an additional charge to the Town for operations and maintenance. Mr. Chatfield said he would look at the pump stations for the extra 60,000 gals/day, look at biosolids, etc. to get a broad scope of the cost.
  • Mr. Chatfield submitted a Letter of Intent for the Board’s approval to be sent to the Town of Pembroke.
  • Mr. Chatfield also mentioned they do have a smoke test blower available and once coordination with residents and fire department were done, could smoke test in two days if we were interested.
  • Some discussion was held about VRI going door to door to check for illegal hookups prior to doing any smoke testing. Also discussed potential of requiring an inspection with a fee attached prior to any house being sold, which would require contacting Genesee County.
    Ken Scherrieble asked if we had thought any more about getting a GASB 34 compliant audit, which makes it much easier to get large grants or loans if needed for the Sewer project. Clerk Thomas informed him we hope to do so in the next budget year as this year we did not budget for the large expense it entails.
  • Clerk mentioned grant monies still available to complete the Capital improvement plan. Mr. Chatfield gave the Board a proposal letter for Phase 2 of the Capital Improvement plan. (see attached)
  • Motion by Trustee Russ and seconded by Trustee Peterson to approve having Chatfield Engineers complete Phase 2 of the Capital Improvement Plan, which includes evaluating the Village Streets and Roadway System, including sidewalks and Buildings, Grounds and Parks/Recreational Facilities. Motion carried.
  • Due to a name change to VRI Environmental Services, Ken Scherrieble presented a contract for the Village to re-sign to cover the period of January 2007 through January 2012. The Mayor said we will review the contract and discuss it at the December 10th meeting.
  • Paul Chatfield left the meeting at 8:14 pm.
  • Al Graham gave the Sewer report.
  • All levels were in compliance for November. No solids were hauled. He also reported that the new generator and tank are in place at the Depot St. Lift station.
  • Mr. Graham said there were problems with the pumps at the Cemetery lift station, which are being caused by the backwash from the water plant because of the high sodium level. In only six months we have had to replace the pumps again. Mr. Scherrieble said they will take samples for 2-3 weeks to get an average sodium level. He said the only possible solution would be to revise the Sewer law to require a certain level of sodium not to be exceeded.
  • Some discussion was held about the possibility of plumbers and electricians being required to get a permit to do business in the Village, as they do in Akron.
  • Question was raised whether the Laundromat got their meter replaced. Trustee Russ and Al Graham said they would check on it.
  • Ken Scherrieble left the meeting at 8:50 pm.
  • Mayor Skeet mentioned there is some debris out not picked up at present due to Kevin working on storm drains. It will be picked up as soon as storm drains are done. Mayor Skeet mentioned that a regular maintenance program for the Storm drains should be set up.
  • Trustee Sobczak said he will call Wayne Block Company again regarding unfinished sidewalks. Clerk reported she had spoken to them twice with unkept promises of completion.
  • Due to the increased work load, the possibility of increasing Maintenance worker Kevin McCarthy’s hours was discussed. Trustee Peterson suggested making up a schedule with a list of daily, weekly, etc. chores to be done, and Trustees Sobczak and Patterson would speak with Kevin and go over the list with him.
  • Motion was made by Trustee Patterson and seconded by Trustee Peterson to authorize the temporary transfer of $30,000 from General Money Market Savings Account to the General Checking Account to pay FEMA Disaster related bills, transfer to be repaid before the end of the current fiscal year, with current interest equal to what would have been earned on that amount until repayment.
    Motion carried.
  • Clerk presented list of FEMA Disaster related bills to be paid totaling $58,546.71.
  • Motion was made by Trustee Russ and seconded by Trustee Peterson to authorize payment of the FEMA related bills in order for reimbursement to be issued as soon as possible. Motion carried.
  • Brief discussion was held about the need for a general disaster preparedness plan.
  • The proposed project of cleaning fallen trees and debris from Murder Creek adjacent to the bridge on Allegheny through FEMA was discussed. According to FEMA representatives they will only allow 200 feet upstream and 200 feet downstream from any major bridge or culvert. Trustees Patterson and Sobczak said they would contact the Army Corps of Engineers to get the ball rolling on this project.
  • The Board reviewed a complaint submitted by Sander Abramson regarding a drainage problem in front of his house due to a neighbor sump pump draining into the road. The Board will look at the situation, but general consensus was that it is a civil matter between neighbors.
  • Trustee Peterson mentioned the need to start working on Point of Service and Infrastructure in the Police Department and Court System.
  • Due to Christmas falling on the normal Committee meeting night, the Board made the decision to have only one meeting in December on regular meeting night, December 11th at 6:30 pm.
  • Mayor Skeet told the Board that he feels in future newsletters that each Board member should only write about projects they personally have been working on to avoid too much repetition. Clerk informed members the next newsletter items should be in by January 5, 2007.
  • Motion by Trustee Patterson and seconded by Trustee Sobczak to adjourn meeting. Motion carried.
  • Meeting was adjourned at 10:28 pm.
