VILLAGE BOARD SPECIAL MEETING MINUTES - NOVEMBER 22, 2005

Mayor Skeet opened committee meeting at 7:01 pm.

Members present: Mayor Skeet, Trustees Vogler, Russ, Steinberg and Peterson.

  • Trustee Steinberg presented the Board with new business cards he made and had printed. He presented the Clerk with the bill for printing for reimbursement.
  • Brief discussion was held regarding sewer bill at 107 N. Allegheny St. Per resident there had been a water break and Monroe County Water was going to credit him for usage and requested the Village do the same. Resident did not appear before the Board. Clerk to check with Monroe County Water to see if they indeed are giving a credit on this account.
  • Trustee Vogler announced that the Village of Akron would be sending over their bucket truck on Tuesday November 29 at 8:00 am to assist in putting up the Christmas decorations. Our maintenance man, Mr. Feitshans will follow in the Village truck with the decorations.
  • Trustee Steinberg said he has sent information to J. O’Connell Grant writers on pricing on a mid range Dell PC and scanner for a possible grant.
  • Trustee Vogler gave an update on possible painting of the railroad underpass. She has received information on the procedure they followed from Lori Oltremari, leader of group citizen’s committee in Leroy. Trustee Vogler is in process of drafting a proposal to the owner of the bridge.
  • Albert Graham of VRI arrived at 7:20 pm.
  • Mayor Skeet informed the Board that the State Police are looking to set up a satellite station in our area. Their #1 preference would be Corfu (#2 Pembroke). They would need area for a desk, locker and would like use of a garage if possible. One benefit would be that we would have a DWI machine right here which would save trips to and from Batavia and Court time and money. The Board agreed to Mayor Skeet contacting them to come in and make a presentation at the December 12th meeting if possible.
  • Mayor Skeet also mention that there has been some talk of a possible ambulance service set up in the Corfu Fire Department.
  • Regarding the Police Union contract, there has been no word of progress as yet.
  • Al Graham of VRI gave sewer report. For the month of October everything passed all tests. We had 50,000 gal average usage. 8,000 gals of sludge were hauled in October. He mentioned that the pipe from the aeration tank splits into 2 clarifiers, the west clarifier is getting more flow. They may have to put a valve in to restrict flow to one pipe to force more to the other.
  • Mr. Graham said the trash pump has been fixed. He said it is 10 years old and can still be fixed, but may have to be replaced in the future. Can get a good one for $1000. Consider for next budget?
  • Discussion was held regarding sump pump inspections when a house is sold. It was suggested that if a new owner calls to change name on sewer billing, the office needs to inform them they need a sewer inspection and inform VRI an inspection needs to be done.
    It was decided a letter need to be drafted informing the new owner, and a charge needs to be established for the inspection. Mr. Graham said he will check on how the Village of Akron handles the situation and what the charge is. Trustees Russ & Peterson are to research this further.
  • Mr Graham also informed the Board that on the Splitter box the flow coming into the box is faster than the flow going out, so they would like to raise the sides. Mr Graham mentioned a welder in Elba named Ognibene that is reasonable. Trustee Vogler suggested VRI get a couple of estimates for the work.
  • Motion was made by Trustee Peterson and seconded by Trustee Russ to approve VRI having the sides welded on the splitter by the best estimate. Motion carried.
  • Brief discussion as held regarding a Sewer district and what would need to be done at the Plant to accommodate such a thing. It was suggested to follow up on getting a copy of the feasibility study the Town of Pembroke had done.
  • Albert Graham left the meeting at 7:50 pm.
  • Maintenance worker Jay Feitshans arrived at 7:55 pm.
  • Board commended Mr. Feitshans for a fine job with leaf collecting. They did request he make sure he wears his vest on a regular basis.
  • Regarding snow removal at 116 East Main Street, Jay will be salting and cleaning off sidewalks and the Town will take care of plowing. In the event of emergency, Jay is to assist Town of Pembroke, but is to notify the Mayor or a Trustee. Must go through the proper channels.
  • Mr. Feitshans was questioned as to whether blades on sidewalk plow could be set any lower. He confirmed that the blades are as low as can be safely set. Regarding weekend plowing, Mr. Feitshans was requested to watch his overtime. He was also requested to make sure he keeps the lift stations cleared out of snow after all other snow clean up is done.
  • The Board approved Mr. Feitshans to get another garage door opener to replace faulty one.
  • Trustee Vogler requested Mr. Feitshans to check his log book to see what kind of time he might have available in general to work on shared services with the Town of Pembroke. She will be setting up a meeting with Jim Mallory of the Town in the near future to discuss the prospect.
  • Mr. Feitshans informed the Board that the decorations are in the truck and ready to go for the morning when Akron arrives.
  • Mr. Feitshans was reminded about the memo regarding the website information.
  • Mr. Feitshans left the meeting at 8:20 pm.
  • Trustee Peterson presented his rough draft report on the Court and Public Safety Investigation, based on information on revenues and expenses from the Village Office, as well as data gathered from the Route 63 Corridor study. His report outlined present balance and potential balance based on these figures.
  • His suggestions so far, based on the data, were to:
    1) Change public safety work hours to cover peak traffic hours
    2) Develop a schedule that provides coverage seven days during peak traffic hours.
  • He also advised the Board that he will be meeting with the Akron Police Chief to learn how they developed their public safety schedule.
  • Brief discussion was held about prospect of implementing new schedules. It was the consensus of several Board members to hold off on any changes until the Police contract is settled.
  • Mayor Skeet brought up the possibility of rehiring Rich Retzlaff on a year-round part-time basis if he could get in a position to be lateralled over to us. Motion was made by Trustee Vogler and seconded by Trustee Russ to approve Mayor Skeet to look into ways to hire Rich Retzlaff as a year-round part-time officer. Motion carried.
  • Brief discussion was held regarding the vacant part-time Court Clerk position. It was decided that Mayor Skeet and Judge Alexander would set up and conduct interviews, and that former Court Clerk Deborah Graham would sit in on the interviews in an advisory capacity.
  • The 2005 Delinquent Tax list from Genesee County was presented to the Village Board for verification (see attached).
  • Clerk Treasurer was requested to check with J. O’Connell grant writers to see if we purchase any office equipment if it would damage possibility of receiving grant monies.
  • Brief discussion was held concerning the residents who made donations towards the Christmas lighting. Clerk Treasurer requested to write a letters to the donors explaining the situation and inquiring as to whether they would prefer a refund or to wait and see for next year.
  • Motion was made by Trustee Vogler and seconded by Trustee Russ to authorize Clerk Treasurer to refund Christmas decoration donation monies if donors so desire. Motion carried.
  • Motion was made by Trustee Russ and seconded by Trustee Steinberg to adjourn the meeting.
  • Meeting was adjourned at 9:16 pm.
