VILLAGE BOARD MEETING MINUTES - DECEMBER 29, 2009

     On Tuesday, December 29th the Village of Corfu Easement Meeting convened in the court room at 116 East Main Street at 7:05 pm.

     Meeting was attended by: Mayor Skeet, Trustee Graham, Paul Chatfield, Scott Madison and Jon Hinman from Chatfield Engineers, Village Attorney Kevin Earl, Peter Sformo of the Town of Pembroke and Court Clerk Brandi Alexander.  Also attending were Village Residents as listed separately on sign in sheet.

     Paul Chatfield explained the grant circumstances of 2008 vs 2009 and the award received by the Village.  He described the area to be affected by the drainage grant, general idea of work to be done and the bid procedure being followed.

     Mr. Chatfield also informed the residents of the differences between a temporary easement and permanent easement saying that a Temporary easement is for the temporary nature of construction to allow access to the site with no permanent structures or pipes and generally is for up to one year.  He described a Permanent easement as being necessary for properties with permanent structure such as catch basin, drop inlet or drainage swale. It allows access for construction and maintenance.

     He stressed that the plans are designed to minimize impact or disruption to residents, such as avoiding taking up trees wherever possible.  They will be going through back yards, generally on or as close to property line as possible.

     Mayor Skeet mentioned that he, Trustee Graham and the Engineers did a walk through of the affected area during a particularly wet period, and due to that were able to make some changes that would be more effective.

      Attorney Kevin Earl mentioned that the easements are similar to utility easements.  The results would likely create a positive impact regarding the value of the land.  When questioned about any repercussions should someone refuse to sign, the residents were informed that it would slow the process down and that the Village would have to go through eminent domain procedures if necessary.

     Residents were assured that the property would be returned to original condition.  After a brief question and answer session, individuals were requested to come forward to review and sign respective easement paperwork, and have notarized when necessary on permanent easements.

      Last of residents left at 8:30 and a second meeting was set for Saturday, January 9th at 9:00 am for those who weren’t able to attend.
